The form pertains to private use trailers that carry boats, farming equipment or animals, or other cargo. It does not cover commercial use trailers or recreational vehicles (RVs).

What is an Illinois Trailer Bill of Sale?
An Illinois trailer bill of sale contains the details of a transaction between two (2) individuals. The document gives both parties the ability to prove the release and acquisition of ownership. As a result, the buyer obtains rights to the item and must handle the legal processes mandated by the state. Per local law, buyers must register and title their utility and boat trailers. Sellers must notify the state of the trailer’s ownership change to remove their liability.
How to Register a Trailer (3 Steps)
Established residents must obtain a trailer registration and title within twenty (20) days of purchasing. Individuals moving into Illinois from another state must transfer the title and registration within thirty (30) days.
Secretary of State (SOS) Driver Service Facilities handle all processing. Owners can apply online, in person, by mail, or over the phone (1-800-252-8980).
Step 1 – Title
Individuals must title their trailer before registering it. Incoming residents must transfer the title by submitting an “Application for Vehicle Transactions” (Form VSD-190). The packet of information must also include the bill of sale or another document, including the personal data of the seller(s), odometer reading, vehicle description, lienholder details, and the signatures of the previous and new owners.
The state requires trailer owners to settle their debts during the titling process. They must pay titling fees and associated taxes during the appointment. Applicants must pay the total amount and cannot request a payment plan or discounts.
Step 2 – Register
The Application for Vehicle Transactions (Form VSD-190) provides the state with information for registering and titling the trailer. Therefore, the owner can apply for their registration and title at the same time if previous Illinois versions do not exist.

Step 3 – Renew
Trailers have a year-long registration that starts on January 1st and ends on December 31st. Owners must renew their tags via the online portal, on the phone (1-866-545-9609), through the mail, or face-to-face before the expiration date.
